I can't brewing in 1.9-pre4/snapshot

I try to make "water Bottle" become "Awkward Potion".
But when I put "Nether Wart", nothing happened.

You forgot to add blaze powder, remove your resource pack.

blaze powder is required in all brewing

Outdated resource pack. Use default resource pack then you'll see the blaze powder slot.
