Fishing Bobber Floats above the water a block or two

When Fishing, the bobber does not float on top of the water, but instead floats above the water in the air, and does some really weird movements. The Char is on a platform about 4 blocks above water surface. The Bubble Trails do not line up with the bobber either. They are a block or two behind the bobber.
