Unpredictable Redstone Torch Timing

A torch on the side of the block has a slower reaction than a torch sitting ontop of the block

The photo I uploaded is your everyday pulse limiter, the pistons are sticky pistons. Sometimes the bottom one would work, sometimes the top.
