[MC-98782] Glitch into the ground when flying in elytra and entering boat on land

while flying in elyra, if you click a boat just before you hit the ground, you will glitch under the boat. this only works if the boats on land
if the boat is on a solid block it will suffocate you

Can confirm that this exists in 16w44a as well.
The issue exists with minecarts too, however you will not suffocate.
