I expected the dispenser to shoot the potion out and give the effect to me.

What actually happened was the potion was shot out really far

Steps to Reproduce:
1. Place a dispenser.
2. Put a splash potion in it.
3. Power it.
4. Also redstone torches and blocks don't seem to power the dispenser and dropper correctly.
Unable to reproduce. The dispenser is shooting out a splash potion, so you have to position yourself so that it can hit you.
