"/xp -<amount>" doesnt not work, but "/xp -<amount>L" does

When I type the below command, it works fine, taking away 10 levels of experience from my player.
/xp -10L
But when I type THIS below command, it does not work, and it gives me an error message.
/xp -10
I REALLY want to be able to do this, as I can't summon XP orbs that give you a certain amount of levels. I want to take 10 XP (NOT levels) from the player, and then summon an XP orb with the "Value:10" tag on it.

No, this is about stricktly removing only xp points, not levels, see title "/xp -<amount> doesn't work..."

Well, didn't see the order of resolution and comments in MC-4634.
This issue is Working as Intended or better Working as design, see he comment of @unknown in MC-4634:

You can't give negative exp, only negative levels. It sucks but I just haven't figured out how to make that work yet, sorry

Okay, thanks for letting me know.

It appears this functionality is in the game as of 1.13. Resolution could be adjusted to reflect implementation
