RS NOR Latch sometimes makes a clock when it is reset.
What I expected to happen was the state of the two torches would switch so that there was one on and one off.
What actually happened was sometimes when I removed and quickly replaced the "on" torch to reset the signal, the signal would travel around in a clock before soon burning out.
Steps to reproduce
1. Create a circuit in the below formation
BRT
TRB
B=Solid Block R=Repeater pointing away from adjacent block T=Torch on side of adjacent block
2. Remove and replace the "on" torch repeatedly quickly and eventually the clock will start. This behaviour is not consistent and will not happen every time.

I believe that it may be because you are using repeaters instead of wire. Please redesign your RS NOR latch to one of the following designs. (screenshot attached)

I posted this as an issue because it used to work fine with repeaters until a recent snapshot.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Any delay in a circuit has a potential of creating a clock.
