Pre-order bonus items cannot be used on cloud saves

If a hero is created in an environment that does not have the pre-order bonus items. In the case I'm reporting, an Xbox. Then that hero is accessed via cloud saves from Microsoft account linking to a Steam copy of the game which does have the pre-order bonus. It is impossible for you to equip the twisted cape or chicken pet on that hero. Even though the account actively playing has those items.
