Pre-Order Bonus redeemed but items aren't available. DLC items not available for other users

I redeemed my pre order bonus Hero Pack, On September 30. Items are still not showing up on my account. I also redeemed the deluxe, but the items are not available for my sons account user to use when we play together on the same console. Below I have screen shots of proof of purchase and items redeemed.
