Stuck on signin screen

After starting the game the “signing in…” message shows indefinitely.
After reinstalling the game, it seems to sign in, I see my Steam handle at the accessibility settings, I can choose online/offline play, but after selecting online play, the character select screen doesn’t show characters, nor is there a button to create a new character.
