Minecraft crashes before even fully starting due to "Unable to fit: minecraft:block/lava_flow - size: 32x32"

Whenever I start to launch Minecraft, it crashes and pops the same crash report log. I sometimes get this issue but Java update always fixed it. Now, even if I updated Java, it still wont start. I tried removing resource packs, deleting .Minecraft folder and reinstalling the launcher. nothing helped. this is the report it shows:
