A temporary hiccup ? What happens if you click on the links on this ticket ? Do you get 403 too ?

So i did and it says do you want to download it.

Ok, then it's not the server and not some external firewall blocking the access to that file.

Please check your Windows Firewall, if minecraft.exe, java.exe and javaw.exe are blocked.
