Launcher moves up on screen every time I open it

While the taskbar is set to the top of the screen, only then will the Minecraft launcher window move up the screen and eventually go right through the taskbar, whenever I open the Minecraft launcher (see screenshots). So every time I open it, I have to move it back to the bottom of the screen.
