hi, the launcher is crashing wen I launch any older version than 1.13.2 because unexpected error. I just want to play......... same for Forge or ftb, nothing work.

The older version of the game tries to read the newer version of the
options.txtfile, but it doesn't know how to do that since the format of that file changed with 1.13.It is recommended to use separate game directories for separate versions of the game, so that the versions don't interfere with each other.
