Game will only load to 80% of bar on load screen

When I use the newer launcher the game will load when I press splay then, once the  loading screen has reached about 80% the game refuses to load anymore. I doubt that this is hardware based as when using the legacy launcher the game will load perfectly fine. i have tried solutions presented online such as changing to a comparability mode and then changing back but the game still won't load using the current launcher. No error message is shown and the output log has nothing that is flagged up.
