Texture Pack With Default Skins Not Working

When i choose to be steve or alex texture packs won't work on them,but when i remove skin then texture pack works on default skin but my skin is alex and i want to be a steve with texture pack,but when i choose steve on launcher it doesn't work with texture pack.For some reason game thinks that the default skin i choosed is downloaded.And why when I go to minecraft.net when I set shape of my character to classic i'm still alex?
