Minecraft says "already running" when its not.

Before anyone says anything with task manager, No, there is no Java Runtime, all there is just a few Minecraft Launcher (32 bit) process after attempting to start a version.

When I try to start ANY version, it will say prossesing in the loading bar then it will go away but Minecraft never starts, press play again then it says its already running and in task manager there is no java process, I already reinstalled the game and launcher 3 times and updated java and no luck.

with game output on, it will crash almost instantly so good luck with that.
