[MCL-15874] Can't start Minecraft Java Edition

I installed Minecraft, the launcher starts running, but when I click "play" this error message appears: "Couldn't start Minecraft. Check your settings." as shown in the attached image.

How do I fix this?

Yes this is a known issue. The reason is that your launcher has failed to fetch available Minecraft versions, so it does not know what to start. Try restarting your launcher

The root cause is actually the same as MCL-14369, so I'm gonna go ahead and close this bug. Please see the other bug for possible workarounds!
