i'm having issues launching Minecraft. When i go to launch it it opens the update screen but the bar doesn't move, so its not opening the game. there are times when it does open the game, but it doesn't have any of my saved worlds or multiplayer servers. In the files when i try to launch Minecraft it creates a new "minecraft" file with completely blank files and none of my saves. the original file with all of my saves is still there but Minecraft wont open on it and i don't know how to fix it. the original file with my saves in under "Components" while the blank one is under "Application Support"

Have you checked if the Launcher process appears at the task manager and then force quit it?
Could you try to reinstall the Launcher? After deleting it, find .minecraft and delete the file - what is important that this file and all the copies should be deleted from the trash bin, because corrupted files from the old .minecraft file may interract with the newly generated .minecraft file.
Does this issue occur on the newest version of Launcher?
Could you provide us with more in-depth repro steps?
