Minecraft doesn't start cause of an error

I bought the game, installed it and tried to start it but I get the error "Java (TM) SE binary not responding".
I restarted my computer, uninstalled and reinstalled Java, started the game several times but I always get the same "Java (TM) SE binary not responding" error.
How can I solve the problem?
if i can't solve the problem and i can't play Minecraft, how can i get a refund?
