[MCL-19825] Snapshot Nether issues

In the nether, I have had a consistent issue of no seeds possessing any finished biomes, except for the deltas. examples Crimson forest: Lacks trees, soil, and most vines| Warped forest: Lacks trees, soil, and most vines| Soul sand valley: Lacks soul sand and soul soil. the sky does still change for all biomes, and certain things show up strangely. all structures still appear.
