[MCL-20134] can't change workdir anymore

with new windows store app, can't change workdir argument anymore.

old win32 app was allowing to change it by adding '--workdir "path"' line to target path on shortcut but its not possible anymore cuz the launcher is uwp now. i didn't see any option on launcher settings as well. but still, we can see "workdir" argument on launcher logs so maybe still there s a way to change it.

any way to change work direction on new launcher?
