Scrolling one line or less in game output window fails

The bug

Trying to navigate in-game output from the end of the output seems to be bugged. This only works when there is lot of logs.

How to reproduce

1. Launch Minecraft with logs enabled, and open and close a world a few times (to generate log messages)

2. Select the section of the log window containing the log messages

3. Strike (not hold) the up arrow key
   ❌ The log moves upward for a frame or two, then goes back down

4. Hold the up arrow key
   ✔ The log moves upward properly
