[MCL-23421] Destroy stage 1 froze on a placed block when a block destroyed

Sorry, This is my first time doing this.

What I expected to happen was...:
When placed a block on a destroyed block, it doesn't have the Destroy stage 1 left on the block like the old ones

What actually happened was...:
When placed a block on a destroyed block, it still has the Destroy stage 1 left on the block until clicked

Steps to Reproduce:
1. Destroy a Block on Survival mode
2. Place a Block on a destroyed block
