Loading minecraft java verision, but says it's installing them even they were already installed into the Launcher

Hi, I have notice something odd with the Launcher when launcher Minecraft Java version, when I go to load a any version (Mainly the latest version I Been Playing), normally it loads up with the loading screen on the tab after press play to load. However it says waiting to install through the whole load process, even though the version I was loading up had already been installed a while ago. This is strange because when installing a new version like (1.20) it will say waiting to install and then download it, and you load that same version (1.20) after or later it should say loading instead of waiting to install. I hope this problem does get fixed because I have found the launcher will need internet access nearly the whole time to load up and play these versions that have already been download, even if it is the same latest version installed and played a lot, I like to play offline now I can't because of this problem, I think the launcher is still trying to install them, even though the have been installed.
