Launcher allows windowing when there is not enough space

The bug

The launcher allows to be in windowed mode even though the screen scale should not allow it. As a result, the UI breaks completely, several elements are either overlapped or cut off.

How to reproduce

• Set your screen scale to 175%.

• Open the Minecraft Launcher in full screen and click the window/maximize button.

→ ❌ The launcher UI arrangement breaks, not enough space to fit everything.

Observed result

The launcher UI breaks, there is not enough space to fit everything, several elements are either overlapped or cut off.

Expected result

Either the launcher doesn't allow windowing below a certain screen scale or resolution, or the UI scales properly so that elements are still fully functional and not cut off or overlapping.
