cant connect to minecraft services through launcher, i know i have wifi, wont work with phone hotspot either

it keeps logging me out of the launcher and when it finnaly lets me login it says i have no internet connectiong but i cant even play offline versions since its saying it cant connect to the servers, says report the bug
