When I Click "Play" in Minecraft Luncher, the game isn't openning but when I close Minecraft Luncher and I want to open it again, it says that the game is already open.

Please try logging out of your PC and logging back in.
After loading the game, please load up task manager and see if there are any instances of the game running in the background.
Please attach the full launcher log found in minecraft/launcher_log.txt.
