I downloaded the forge to 1.7.10 but every time I play with it, the launcher reopens and warns that an error has occurred and the forge never opens.

You may have to find an alternative launcher.
Try TLauncher, it has both Forge and Optifine built-in for all versions of Minecraft.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
+ Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
+ Any plugin issues need to be addressed to the creator of the plugin or resource pack.
+ If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.

However, from the information you have provided, this seems like it is a problem with forge itself. Please report this to the forge developers. (While incorrect behavior launching of modded versions is supported in MCL, we cannot provide support for the mods themselves, nor versions of Minecraft that are outdated (1.7.10 is several years old, and will, for obvious reasons, not receive additional updates)).
