If I delete .minecraft under the AppData folder and re-download an older version (i.e 1.4.2) of Minecraft, it works fine. However, if I was to install a newer version (such as 1.13) and THEN try and launch the older version, it crashes.

Your Minecraft version is outdated. We currently take issues for version 1.13.
Please update to the latest version as it includes the newest fixes. If you still have this problem after updating, then please create a new issue.
In case of a game crash, please also attach the crashlog.
