Observers are not powering down and the only heads that are appearing are skeleton skulls and they're scattered throughout the creative inventory

However, this issue is Invalid.
Please put only one bug report in each ticket. It is very difficult to keep track of bugs when they are not in their own tickets, and it is easier for you to make multiple tickets than for the mods to separate them. Be sure to search before reporting as these issues have been reported already.
