How to reproduce :
Go in a cold biome
But weather rain
Make a BUD (for example : a torch burnout, a non flowing water source, an observer...)
Wait for a snow layer to form
Expected result :
The BUD detects the snow forming
Actual result :
The BUD doesn't detect the snow forming
Conclusion : snow forming doesn't give block updates
