Crying obsidian texture is randomly rotated

Summary:
The texture of crying obsidian is randomly rotated in Bedrock. In Java, it is not, which is intentional (MC-184555).

Steps to Reproduce:

1. Place multiple crying obsidian blocks

2. Look at the texture

Observed Results:
The texture is randomly rotated.

Expected Results:
The texture should not be randomly rotated.
