Removing water/lava source blocks does not cause other water/lava flow blocks to go away

As the title states, for some reason, removing a liquid source block does not cause all of the flowing blocks to go away. As seen in the attached photos, even trying to disrupt the blocks leaves the other blocks remaining. The water/lava will not go away unless a block is placed on top of it. Additionally, the liquid keeps its properties until it's removed (eg, water slows you down and lava catches you on fire). This is issue has remained present as early as 1.14.60 and I assumed (incorrectly) that the issue would've been fixed by now. As far as I can tell, there is not a pattern as to why this occurs, but when it does, it is incredibly frustrating.
