Command blocks stay powering, if you unpower a command block while it is doing the command, it keeps repeating the command

I am trying to make a mini game. I use a repeating command block to enchant a sword so when I hold a sword, the command block activates and powers a comparator. The comparator fires another command block that tests for a level minimum of 5. That fires a command block that does something cool, for example: teleport your friend 15 blocks up. That command block fires another command block that takes away levels. When the levels are below zero, the level minimum command block deactivates but the command block that is doing the cool thing keeps activating as if it is always active when it should not be. Basically, when a command block is doing an action, and while doing that action, is depowered, it continues doing that action unless you change the command. Instead, if a command block is doing a command and is depowered, it should stop doing the command when it is depowered.
