Whenever you place a half slab over soul soil of soul sand it does not give you the soul speed effect. It also does not give you a slowness effect.

I have found the same issue on 1.16.200 and 1.16.201 on Nintendo Switch.
This is just like the issue from java version fixed a few months back; MC-174574
