Domesticated mobs escape fenced area

Domesticated mobs such as cows or sheep seem to be able to escape fenced areas.

The fences are complete, although they usually include a gate. If you look at the attached picture (apologies for the red tint) you can see a lamb in a fenced area with a cow. This lamb was "born" in the fenced area next to it and, somehow, managed to get into the cow enclosure through a fence. It is not just into adjacent pens that mobs can escape - they can escape through any side of the pen and often then just wander off.

This is a massively frustrating bug that I've now experienced on several different worlds. It effectively makes it very difficult, if not impossible, to develop a flock/herd since you keep losing mobs so often!

So, to clarify, the issue is that when breeding mobs, there is a chance that the baby will spawn outside of the intended fenced area?

No, the issue is that mobs are able to escape through the fences. The example of the baby sheep was that, having spawned in the correct pen, it escaped into the cow enclosure, despite there being no gates and a complete fence.

I noticed this same thing but I believe it may be that when a user logs out and back in, the mobs respawn in a slightly different spot. I had a 3x3x3 room with creepers in it, glass sealed all around after logging out and then back in one would be outside of the sealed area in my fortress.

This affects 0.12.3 too.

I second @unknown's hypothesis. I have 2x2x3 closed chambers built entirely of stone, with lots of villagers in them (to make iron golems spawn artificially). Nothing special happens if I let the game alone for several hours. But if I quit the game and restart, most of the time some of villagers are found outside the jails.
