How to reproduce:
1: Download and enter the world Without Wither rose.
2: Afk for 2 to 7 minutes.
Observed Results in world
[media]: Wither Skeletons are able to spawn.
3: Download and enter the world With Wither Rose.
4: Afk for 2 to 7 minutes.
Observed Results in world With Wither Rose: Wither Skeletons don't spawn inside of wither roses, while other mobs such as Zombified Piglin and Magma Cubes can.
This not the case in Java Edition, were this is bug was fixed in 20w21a MC-182743 .

Still a problem in the 1.19.40 Bedrock release. (Realms - Validated it was upgraded by running the 1.19.31 client and being denied)
Previously identified and placed glass panes around the spawning spaces in a nether fortress. Tested with and without wither roses. Spawns without roses (skele, wither skele, blaze) No spawns after roses placed.
Note to everyone here who says it isn’t working.
it seems to me that wither akeletons don’t spawn in-between glass panes if there is a wither rose.
it’s either: glass panes around the spot
or
wither rose on the spot.
Not both.
If you used glass panes to find the spawn spots. You must remove them when you put down the roses.
