Change rotation of glazed terracotta for a facing direction.

currently glazed terracotta changes rotation of the tile while always maintaining the same surface oriented up.  This limits the patterns that can be created.  For example, using white glazed terracotta it is impossible to create a four sided pattern with each face having identical patterns, such as the yellow flower.

This limitation could easily be overcome by changing the terracotta from a rotating block to a facing block similar to redstone components, dropper, dispenser, and observer. 

This is more accurately a suggestion for improvement rather than a bug, as I believe the current behavior is the intended behavior, but the tracker system did not allow me to make an improvement suggestion.
