Sometimes the game allows you to walk through blocks as long as they are 2 blocks high and your head is what goes through them. When this happens the elytra cuts in and out randomly.

Same issue PS4 1.16.201 when wearing an elytra I can walk through transparent blocks at head height, can also jump into blocks above head which causes the player to take suffocation damage.
