When I reinstalled minecraft on my iPad, all my worlds were gone. I logged onto my Microsoft account and still my worlds were gone

Minecraft doesn’t save worlds after you delete the app, and they aren’t saved to your Microsoft account either. That’s not a bug you just deleted all your worlds by deleting the game and reinstalling it.
