[MCPE-11300] Note Block audio is corrupted

Note Block when tapped will play a corrupted ticking sound on most blocks excluding dirt and grass blocks.

Example: Note Block's audio is corrupted when used on a black stained clay block.

this is even on pc ver of the game no sound will apeare attempting to put a block over it

This issue works as intended Note blocks audio isn't corrupted, the note block just makes a different sound depending on the block it's place above. Please see http://minecraft.gamepedia.com/Note_Block
