Boots sometimes behave like they have curse of binding

Not always but often when I try to switch boots between frostwalkers and deepdivers the game will not allow me to take boots off as if they have curse of binding. It doesn't matter which pair I have on when trying to switch. It only happens with the boots and not other items I often switch like helm or tools. The only way I can change the boots is to quit/save the game and log back in then I am allowed to remove my boots and put on another pair. This started happening just after the last major update
