When water or lava comes in contact with a sign, it breaks the sign

No, lava can start a fire on the sign of there is an available air block, but otherwise it will hold it back. Besides, there is still water to deal with.

Confirmed on Samsung Galaxy S5 Android 5.0.
This really is critical, most farming systems in Minecraft really need signs to hold back water and lava. Please fix this before the official release.

Now confirmed for water touching signs in 0.13.0 on iOS 9.1 too (iPad 3).

Signs now behave like torches if placed on the side of a block for source or flowing water; breaking as soon as the sign is placed. When placed on the top of a block (a free standing sign) the water is held back as expected.

Any of my current worlds using this setup seem to function as intended, but any newly placed signs do not function correctly and get washed away.

Yes, that is an interesting part of the glitch. Signs placed on a wall before upgrading to 0.13.0 don't break as long as they don't receive a block update, even if they receive block ticks 🙂
