MC saving CHAT history when it shouldn't.

Step to Reproduce 

1. create a world with CHEATS ON

2. open chat and run commands

3. /give @p glass

4. /give @p dirt

Observed Results 

1. since the chat PREV & NEXT button are missing,I can't use the chat history.

2. while in game if I connent a keyboard(bluetooth or OTG), I can use chat history using arrow keys(UP & DOWN).

Expected Results:

1. MC shouldn't save my chat history if I'm using only TOUCH Screen

NOTE: 

#Mouse&Keyboard is not 100% functional in Android.

Since I don't use the keyboard(not because I dont want), there is no point in saving my chat history and not allowing me to use it.
