donkeys and horses can't mate and don't show hearts so they can. (With each other and themselves)

Have you tried golden carrots/apples? Those allow you to breed them.

What specific foods did you try?

Is this still an issue in the latest version? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
