[MCPE-1161] Slabs self stack when placed vertically spaced out

photo shows everything.
make slab with those position. and put one slab above.
than only one slab block generated and others are vanashed
(i'm in creative because of phone shutdown while playing minecraft-
with cause reset spawn position and clear inventory, and change gamemode to creative)

Confirmed.

EDIT: it only works when the slabs are several blocks off of the ground.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
