[MCPE-11656] Plants in flower pots changed to item damage 0 when reloading your world

In the attached image, a world from 0.12 was loaded in 0.13.0. The plants in the flower pots were previously ferns, azure bluets and spruce sapplings. This bug has converted them to the same item id but with a damage value of 0.

This did not affect worlds from 0.13.0 build 5 to upgraded to 0.13.0 (public released) on Android.
