Bedrock clients unable to see Bedrock server (or other clients)

Forgive me, I'm an IT tech who can fake being a network Engineer. 

We have several Bedrock servers running on our network at home. I run 3 on Virtual Machines on a HyperV server, and 1 (just built for testing) is running on my laptop. These have all worked perfectly in the past. I have 3 server running 1.16.201 and 1 outdated on 1.16.100. I have Windows firewall disable on all VM's at this time for testing. 

 

The network is "flat", no VLANS or such, and everything is running on Unifi a AP and Switch. I have confirmed network traffic is flowing and used Wireshark to watch the server broadcasting pings and BROWSE broadcasts, and get responses from clients (more on this later). The network is only using IPv4. IPv6 is not setup in the router. 

 

Client are 2 Moto Power phones, 2 Moto tables, and 1 Microsoft Surface Pro (Win10 20H2). All clients can run Minecraft cleanly, and generally can see each other (1 tablet sometimes can't see the others much to the angst of it's 4yo user). All are on 1.16.201. 

 

Now the issue. None of the clients can reliably see the servers. When a client starts up it may or may not see a given server, and after a time entirely stops see it. I have watched via Wireshark the packet captures and the servers continue to broadcast, but the clients stop responding. If I restart Minecraft on my phone it'll see some of the servers (at this time the one on my laptop and the 1.16.100 one), and while it can see it, it'll respond to Ping requests from the server. Once the client stops responding to Ping the server disappear. These Ping/Pong's are using RAKNET protocol not ICMP. ICMP Ping and Tracert to and from servers are 100% clean and nothing ever drops. 

If I add a server manually by IPV4 it may connect and work, but once I leave the game it won't let me reconnect for an unspecified amount of time. 

 

I'm 90% certain this is something with the Minecraft client, and not the network or Server. Needless to say, I learned a lot about how Minecraft talks with servers. I've been beating my head against this all week.
