I just updated my Windows 10 Minecraft to 0.13.0 and looks like the Chestful in Cobble achievement is unobtainable right now. Searched on the internet and many players got this problem. Mined tousands of cubblestone then placed to a chest, but the achievements didn't unlocked.

Can confirm that I'm having this same issue. Started playing after the 0.13.0 update and have been able to unlock every achievement fine except for this one. Tried multiple times and on multiple worlds, haven't been able to trigger it.
Can confirm this achievement is broken. Please fix in the next update.
edit: My game patched now to the new version, it's working now in 0.13.1
